Proyecto Disonante is led by
Carolina Fernández Blanco and Hernán Charosky.

Carolina holds a PhD from the University of Girona, a law degree from the University of Buenos Aires and a Master of Laws (LL.M.) from Columbia University (New York). She is currently a postdoctoral researcher at the Chair of Legal Culture at the University of Girona. At the same university she coordinates the official Master’s Degree in Tort Law; the Specialisation “Bases for a rational legislation” and the module of the same name in the Master’s Degree in Judicial Systems and Rationality (UdG-Univ. Genova).
She is the author of “Derecho y Desarrollo. Una visión desde América Latina y el Caribe” and of various articles related to legislative activity, deliberation and the rule of law. She is co-editor of the following publications: with Jordi Ferrer and Carles Cruz of the book Seguridad jurídica y democracia en Iberoamérica (Marcial Pons, 2015); with Jordi Ferrer, of the book Seguridad jurídica, pobreza y corrupción en Iberoamérica (Marcial Pons, 2018) and with Esteban Pereira Fredes of the book Derecho y Pobreza. She has extensive university teaching experience and has developed this activity at the University of Buenos Aires, the University of Girona and the Master in Global Rule of Law & Constitutional Democracy at the Università degli Studi di Genova and the University of Girona. She has published articles in prestigious national and international journals such as Analisi e Diritto, Doxa, Diritto & Questione Pubbliche, Isonomía, Discusiones, Fair Play, Revista Catalana de Derecho Público, among others. Previously, she worked as a professional in various non-governmental organisations.

Hernán is a sociologist and lawyer (UBA) and Master in Public Policy (George Washington University/ Fulbright Fellow, Global Leaders Fellow). He coordinates the Dialogando Buenos Aires programme, led the civil society initiative to achieve the first presidential debate Argentina Debate, was executive director of Poder Ciudadano (local chapter of Transparency International) and advisor to the Integrity Office of the Inter-American Development Bank.
Throughout his career, he has promoted participation and deliberation as key practices for democratic consolidation. Thus, in the different positions he held, he led dialogue workshops for the drafting and promotion of the Law on Access to Public Information and the Electoral Code of the City of Buenos Aires and for cooperation between political parties, led the networking of civil society to achieve for the first time the presidential debates and promoted the use of access to public information, consensus for the control of social protection spending by its own beneficiaries. In addition, he has been a consultant in Central and South America and Africa on transparency, anti-corruption, multi-party cooperation and citizen participation for the Inter-American Development Bank, the World Bank, the United Nations Development Programme, the National Endowment for Democracy and the National Democratic Institute, among others.

Hernán is a sociologist and lawyer (UBA) and Master in Public Policy (George Washington University/ Fulbright Fellow, Global Leaders Fellow). He coordinates the Dialogando Buenos Aires programme, led the civil society initiative to achieve the first presidential debate Argentina Debate, was executive director of Poder Ciudadano (local chapter of Transparency International) and advisor to the Integrity Office of the Inter-American Development Bank.

Throughout our experience we have worked with professionals from diverse areas such as lawyers, communicators, sociologists and political scientists, among others, throughout Latin America, the United States, Africa and Europe. Our network includes specialists who have participated in all types of political and social scenarios, facilitating workshops, designing and evaluating policies and conducting academic research.
